The Ministry of Finance operates on the basis of Act no. 73 of May 28th 1969 on the Government Administration of Iceland, with subsequent amendments, and the Regulation based thereon, no. 177 of December 31st 2007. According to Article 7 of the Act, the Minister decides upon the organistion of the Ministry into departments and divisions, depending on the tasks at hand.
The main elements of the Ministry‘s organisation are as follows:
- The Permanent Secretary is in charge of the Ministry and reports to the Minister. The Minister also appoints one of the Directors-General to act as Deputy Permanent Secretary.
- A political adviser works with the Minister.
- A Director-General is in charge of a department.
- Analysts or specialists work in individual departments. The same applies to other staff. Each Director-General receives a Letter of Instruction whereas analysts and specialists work according to Work Outlines.
The Ministry is divided into six departments. The departments are: (a) Budget Department, (b) Financial Management Department, (c) Personnel Policy Department, (d) Revenue and Taxation Department, (e) Legal Department and (f) Administration Department. The Permanent Secretary is in charge of the work of the Ministry and coordinates the work of individual departments. One staff member in each department or area acts as Deputy Director-General in his/her absence.
