HRC60 - Iceland EoV - A/HRC/60/L.5: The Right to Development

Human Rights Council – 60th Session
Explanation of vote delivered by Iceland during adoption of draft resolution L.5
The Right to Development
Statement delivered by Iceland
6 October 2025

Mr. President,

As firmly stated in the Agenda 2030, human rights are essential components of sustainable development, and vice versa. The premise of the SDGs to leave no one behind can help to promote inclusive development policies, as well as to serve as a foundation for human rights promotion in development.

We believe this is particularly important in our discussion on development, as well as on the link between development and human rights. It is also founded on our commitment in the Vienna Declaration where we reaffirmed that democracy, development and respect for human rights and fundamental freedoms are interdependent and mutually reinforcing.

As a small state, Iceland’s core interests are dependent on increased stability of the international system, improved protection of human rights and strong democratic system worldwide.

We therefore would like to continue engaging on development in the context of the implementation of Agenda 2030, with a view to building a foundation for a common understanding among States.

Elements in draft resolution L.5, including references in text related to creating a legally binding instrument on the right to development are not conducive to that goal. Having said that, Iceland will abstain in the vote.

I thank you.
